Looks like those nodes were deleted by DaCor in the following changeset

You need to use the conflict dialog to resolve the conflict.

Best to syncronise your entire dataset and then attempt to resolve the
conflicts.

Hi Killian,

This happens when 2 people are editing one object and one person
uploads first. The second person will get a conflict/pre-condition
failed message like you just did.

You can use JOSM's conflict resolution to solve it. Or throw our your
work and start again. It's better to do lots of little commits, and
upload often, to limit the damage this can cause. Redownload (or
Update Data often as well)

This can often happen when adding townlands at the coast. Someone
could be editing the coastline relation in Cork, while you change it
in Mayo.

I guess the situation is different as the waterway changes in Ireland have
not caused disputes. The townland boundaries that are set by the commision
have not changed, but in osm we are changing them, and amending the
boundaries to suit the map rather than the official boundary,
