Looking through the excel very swiftly, it seems that each
Municipality has one postcode assignment, except for large cities like
those in Metro Manila. If we can add municipal boundaries, I think
this will be very useful for geocoding applications.

AFAIK, the planned import of POIS from rpmap and waypoints also have a
postcode tag.  So that should be useful too.  I'm still waiting the
response from the project maintainers.
