I just did some quick Google research. The pictures shown on this page: http://www.cbrd.co.uk/international/portugal/ indicate that the road signage for "Estradas nacionais" is always starting with just "N" and not "EN". Based on the prevailing rule "tag what you can see on the ground" wouldn't
