Yeah ways on top of ways would be bad, I grabbed the massgis arcs from survey
points without coast which is a file that has just the linework with off shore

So how about you post the .osm file with the simplified ways, with
admin8 boundary tags? And maybe admin6 and admin4 if you'd like?

I also must say I've had problems with NE2. He's fixed up areas of
DC he's never been to, but worse, he's threatened to remove whole
cities from the map.
My frustration with this mapper are fairly high at this point.
