I still wish they would do what Olympus does with their talking 
recorders: the first time you fire them up they speak and ask if you 
want speech or not. It's simple and one button press for sighted folks 
to say no.

That will not work when voiceover is off, so clicking the home button
3 times should work.

Hold down the home botten until you hear a dink , then say "turn on voice
over"that will turn the voice over on and yu  can set the speaking rate at
what ever rate you like by going to setting, general, then accessibility,
select that, then go to speech and set the speaking rate and other item that
you like.

Turn it on. The triple click is on in setup mode. You can set up your phone 
yourself.
