That is my whole point. No you can not. Some messages can be found 
verbatim, some can be found only if you connect the dots (that 
error_something_with_description means that the node has a description 
tag without another logical tag) some can not be found.



or you look it up
in the source code.


That is never a documentation. As much as programmers try to convince 
you it is.

yes, it is somehow inherent for tagging "errors" (in all QA tools) that
they are possible problems and not absolute ones (any tag you like).

Josm validator warnings are often about problems that are not
explicitly described and sometimes I also don’t agree they are a
problem (exceptionally, mostly they work), it’s up to the mapper to
decide, they are just hints about eventual problems.


I think the issue is foremost that it is nowhere written down what this 
message exactly is so it is difficult to make the judgement what do do 
with it.
For instance the OSMI page about address checks [1] nicely lists error 
messages but the page about tagging errors [2] only describes possible 
messages and for water [3] there is not even that.

documentation I can refer to which addresses this specific situation?


Maybe it's complaining about the description tag without having some 
other tag to indicate what this node is?
