The move with ALT is possible within an IMAP folder tree. But not
outside that tree structure.
I can only drag an IMAP folder along its siblings, changing its list

account to another. Is it possible?
Yes, it is possible. Select the folder and then just Alt+click and drag
it to where you want it.

It is not working.
I click on the Folder, keep holding down the mouse button
I use ALT+SHIFT+ the arrow keys. You may have to move it out to the same level,
then maneuver it up (or down) to below the destination account, then move it
in. If you have Account filters you may have to go cut and paste them to the
new account

Here, this is only possible with a local (non-IMAP
IMAP may be the issue with you. I CAN do that with POP account folders. I am
not sure why you want to move IMAP account folders, but VIRTUAL folders may be
a good way to view messages together
