Order of hiding editor status bar options when resizing dialog

Hello all, this is very strange behaviour introduced in 4.0 and I am receiving questions from users how to change this. When You decrease width of editor window, "Account" will disappear first, "Priority" and "Confirm Receipt/Reading confirmation" second and "Message Format" third. Does somebody
