Open/closed state for the first account in the folder tree is not
remembered between sessions.
Confirmed.
Never noticed it before as I prefer it to be opened and it is, but
I closed it and after a restart it was open again.

That's because you configured the bat to save settings in Program Files not
in the User's Data directory.
