A little bit outside of the topic - but I don't find a "dirmngr.conf"
in my fresh new GnuPG installation (made from gpg4win).

And I thought the default was changed to keys.openpgp.org last year in the 
light of the SKS keyserver attacks. So you shouldn't need to specify if you 
want to use that keyserver, at least until the default next changes.
