It's  just  "The  template  that  gets  used for emails written to the
list".  In  my  case,  it's  the  address  book  Reply and New message

When TB opens my main windows has a thick horizontal band between the menu 
level and the Toolbars level per attached TB01Capture.png.  The band disappears 
(or becomes a hairline) as soon as the window is rewritten. This behavior 
started with the last build.
Fixed in 9.2.0.3 (Beta).

I have an issue with copying from and HTML message.

Copy a piece of text from an HTML message. Try to paste it into another 
document (another email will do). I get the last thing copied not the new thing.
If I select the same text and use it to create a reply I can then copy and 
paste 
this.

I don't see this here.

But I do still see that TB doesn't finish shutting down.  5 instances
remain in the Task Manager.  It takes multiple requests to shut them
down to finally get them gone.

And Tool Bar arrangement does not persist when restarting TB.

Here is  a short list of changes:

[*] (Beta) CEF files are moved into separate folder, so problems with starting 
from non-default folder must be fixed
[*] (Beta) CEF version bump to 83.3
[+] Options / Offline Mode and detection of absence of Internet connection
[-] (#0001832) inactive Internal PGP implementation was shown in the list of 
available PGP engines
[-] (#0002021) Icons of additional windows were not shown
[*] Add options for "old style" tree views and row density in the Preferences / 
Other options
[-] Smart Space Reading is now working in any kind of text viewer
[-] (Beta) URLs with target="_blank" could not be open 
[-] Lots of other small fixes
