Hello tbbeta, I have not seen this mentioned ... but I have just been skimming the messages since I am a bit busy at the moment ... so if this is a duplication, sorry.
I noticed that if I replay to an HTML message, it now defaults to opening an HTML reply. I am sure I can turn that off, that is not the problem ... just an observation. The problem occurs when I then go to "Option" menu and select "Plain text Micro-Ed" from the Format list in the reply window. The message changes to plain text with all the correct quoting and such ... and it *seems* to be the Micro-Ed (not windows) editor as I would expect. But some functions don't work. The most blatant (and the one I have tested the most) is Alt-L to re-wrap lines which does not function. It seems to do nothing.
