The current one seems a hammer, and if you don't read the tip/tooltip you don't guess for what it's that button. Nice addition. The usage is familiar from most office suites - word, writer and probably others. I do not find it confusing at all. When a format is copied and ready to "paste", the button looks "pressed". Pasting only works once, so nothing unusual. Maybe change the tooltip to show whether a format is stored ready to paste? Copy a different new format could always simply replace the old one without question.
