This way of showing message creation time in the message header area
did exist since at least The Bat! version 2. First time is shown as a
recipient (yours) local time, second time is the sender's time with
sender's time zone, as taken from the Date: RFC822 message header.

Hi Maxim,

The Bat! 5.0.22.7 (ALPHA) is available at
 http://www.ritlabs.com/download/files3/the_bat/a-5/tb50227.rar

 What's new in 5.0.22.7 since 5.0.22.6:
[+] An option to not show message time after the date in the
message list; The option can be configured in the Preferences dialog

There is a dual time at the moment shown in a message window:
10 sierpnia 2011, 09:43:46 (Wed, 10 Aug 2011 09:43:46 +0800)

Just checking :)
Is it going to be left as that in the future?

If so, it's fine with me - lets you to copy OS or TB! language
date/time formatting :)
