Yes, you are right. The Bat! detects the appropriate bit in the CPUid and if 
this bit is set, it will use these accelerating instructions, regardless of the 
manufacturer of the CPU. I like these instructions very much. Please note that 
The Bat! currently supports these instructions only for 64-bit version, and 
only for SHA-1, SHA-224 and SHA-256. We currently didn't manage to add support 
for 32-bit or for SHA-384 or SHA-512.

AMD apparently has a Ryzen cpu that supports it.  That doesn't mean that sha 
can't be done on other
cpu's.  Only that it isn't built into the cpu and accelerated.

Runs fine over here!
