Under the Account|Properties|Mail management menu you have 3
configuration choices for 8-bit characters are treated:
Without changes
as Quoted-printable
as Base64
What does this option do? I cannot find it in the help file or on
the TBUDP wiki pages.

I suppose it means that you can see accentuated characters in Object field of mails...
But...
...It means I can put accentuated characters in the object of my new mails I'm
creating, or it means others can send me accentuated object e-mails ?

No, it does mean none of above.
It means that 8 bit characters in headers will be transmitted as they are.
If you don't allow 8 bit characters in header, 8 bit characters will be
converted to 7 bit characters using either Quoted printable or base64
