Help|General Preferences item omitted

Hello Bats, In General Preferences, the second to the last item on the screen: *Run The Bat!when Windows starts*, there are two sub-items. The first, *only when Windows has not been shut down properly* I don't understand. How can TB! be run if Windows has not been shut down properly?
