moving filters between common filters and account filters

Basically SSL shouldn't be used anymore, TLS fixed some bugs in the protocol, IIRC. However, people still call it SSL even when they're using TLS. A Basian filtering system allows for training, if there should be any false-positives or false-negatives (hardly ever happens).
