Can someone point me to an English installation guide for Regula?
I have downloaded three files (regula.rar, regula_dpcre.rar, regula.mgr.rar),
but can't get them to install the plugin. Always have a struggle with these
rar-files.

PB Whether you use a spam filter or not, it is handy to do 2 things:

PB 1. Use positive filters in TB to move desired mail to separate
PB folders. Also add a filter to move Known mail to a Welcome folder
PB or similar name.

PB 2. This leaves any unfiltered junk in the Inbox, where you click on
PB the Subject heading to sort alphabetically by subject. ( You do this
PB only once to set it.) This makes it very quick and easy to glance
PB through the list in case anything of value is there. The repeat
PB subjects are together and need only be read once.

No argument from me there. I agree. My example was in response to the
specific question of how to filter out the messages that had the
'name wrote:' sequence in the subject.

I have not used Regula, but ...

'rar' is an 'archive' format much like 'zip' files. You have to
'unarchive' them as you would with a zip tile. That will give you the
plugin as well as the other 'support' files that Regula needs. There
will likely be a 'readme' or similar file that explains where those
files need to do.

I was able to unzip the files, but cannot find a readme.
I tried putting it all in one folder, but that doesn't do the trick.

Never mind, I'll try something else. Thanks anayway!

You've got to add it to your spam plugins.
  Options - Preferences - Protection - Anti-spam - Add
Browse to the folder with the plugin and try to select the plugin.

Please include a signature delimiter in your messages. This consists
of a dashdashspacereturn, i.e., a '-- ' by itself on a line.
This allows your readers, when replying, to quote your text without
the signature and list footers since everything below and including
the sig delimiter is excluded when quoting.

You can easily automate this process by including the sig delimiter in
your templates.

Even if you barely have a signature to speak of, that doesn't make any
difference to whether or not you need a cut mark. You are being
courteous to other readers since at least three lines of text is added
to your signature by the list server.
