It might, though I know nothing specific about Chunghwa Telecom's
practice. Considering the facts that

1. the main bottleneck for Taiwan's Internet traffic lies in its
international line;

2. the incoming traffic usually dominate the bandwidth; and

3. Few users are willing to set up caching in their own browsers;

I wouldn't be surprised if there's a huge transparent cache server
right behind the main router(s) sitting at the border.

 and even in Russian (which I personally accessed for the first
 time today, just to test it)? Hmm. But seems to be the most likely
 explanation.

I don't think they distinguish the source when they do caching. It's
easier they just cache everything, and let data expires on a FIFO
basis.

Not necesarily... if you can't ping a host it also could be that the
ping is firewalled that is, that pinging a host is prohibitted.

With traceroute www.ritlabs.com (under Unix for instance) you can see
where the path stops...

Since yesterday I, too, cannot reach Ritlabs from Hamburg, Germany on
a very good ISDN line with different CbC ISP's.

Last time I couldn't reach Ritlabs (before yesterday) they had a new
version on the server the next day. :-)

Concerning IE and NS: Try to empty the cache before reloading (that once
worked for me in IE 5.x; seems it uses its cache for refreshes). Or
use Opera after either emptying the cache manually or automatically at
closing (then restarting).

Also, ICMP (ping, tracerout, etc) is one of the lowest priories in
the TCP/IP protocol set.  If you don't get a response from ping, all
it really means is the host you pinged did not respond.  And it could
not respond for a number of reasons - down, or even too busy g.

  Many of Chicago based ISPs are now down - I believe it is due to the
  fiber optic cable cut-off.

  Let's hope they will solve the problem soon - now they are running
  only Intranet, so people from Chicago can reach the site :-)

forward someone has on that address is the one that actually bounced,
I think, but I don't remember the specific address.

I didn't save the email, but I tried sending a notification to info@

I assumed it eventually made it through, because I haven't gotten
anymore 'undeliverables.'

address.  In addition a reverse DNS using Sam Spade came up with 'no
such dns entry'.

I can still reach them from Asia. I checked, and I am not going via
any proxy or cache or whatever. A DNS lookup resulted in:

Maybe  it's  a  cached  copy? If you can't ping the site the server is
down.

I would have thought so, but I hit Relaod and crtl-Reload in both IE
and NS. How else can you force the browser to not load a cached copy?

And remember, my DNS Lookup (www.nic.net) returned OK.
