It seems not, but program itself has English interface. You can switch
it in menu (the most right menu item).
The program is rather simple. You browse to the files, where filters
are stored (*.srx files in the accounts folders) and drag the rule you
want to copy with the mouse.

If you have more than one filter to copy, you can also do this by
pasting them into Notepad (right-click, copy, go to Notepad, paste) 
then copying the entire list,  pasting it into the new account.
