You can open customise, select the toolbar you want to change and select Menu Icons instead of Toolbar Icons. It seems you have to do this for all visible toolbars in the same plane or they retain the background size, just with smaller icons. I guess that with further development and testing we will be able to change the icon sizes from the current 32x32 to 24x24 or 16x16.
