As an answer for Your letter, I would like to write:

 I know ICQ uses a lot of GDI resources, so I don't know if Daniel is
 running ICQ when using TB!? On my system ICQ eats about 1300 GDI
 objects, while TB! and IE only use 400.
 I don't think ICQ should be a problem, unless he has very little
 memory. I'm running ICQ all the time I'm connected to the Internet,
 and no program ever ran out of resources. (And I'm not running just
 ICQ when I'm connected).

Lucky  You.  They  are right. Memory consumption is nothing comparing to
GDI  resources  consumption. I don't know why, but Delphi apps show this
Error   more   frequent   than  others  (LCC,  VC++).  This  is  one  of
disadvantages of applications made using Delphi.

  I quite agree about your choice of NT4 or W2K having switched (in
  a few weeks) from W98 -- WinMe -- W2K_SP2.

  In 98  Me I was getting low resources msgs too often. Now I get
  none. As I understand it, the prior OSs would basically divide the
  resources up like a pie while W2K/NT4 creates a virtual machine for
  each application -- real multitasking.

  However, I have come across the following problem in W2K:

  I guess I'm a lazy uwser. Frequently I leave several programs open,
  on the desktop. There have been times when a graphic heavy program
  just won't load in or open a window. Mind you, there's no error msg
   the system certainly does *not* crash (as it's virtually
  crash-proof) but there's an overload. I assume its video memory but
  I'm not enough of a tech to really know this is the case.

  It also seems to me that the ticker takes up lots of video resources
  as when I don't have it running, everything else seem to run
  differently, though this is not as apparent in W2K.

  Just my .02.

  I use no screen savers, standard fonts are loaded, machine has 384m ram,
  60g HD, 64k video ram (?)  a 1.3Ghz chip.

You can get programs which show, how much resources do you have... But
I don't know about programs which would show resource usage
