That appears to be an icon used by Anti-Spam Sniper. It is used to classify 
messages.

Hello ,
  I just noticed a "target" looking icon.  It looks like a red, yellow and 
green target.  Nothing happens when I click, left or right, or double.
I can drag it anywhere on the desktop.  It will stay where I put it.  It goes 
away when I minimize thebat and comes back when I open thebat.
