This header came to be when switch(4) was imported in 2016. Today nothing includes it and we don't have any other OpenFlow software in base. Does it still serve any purpose? https://codesearch.debian.net/search?q=ofp.h+filetype%3Ac=1 shows no usage of this header. OK to remove it? Index: ofp.h
