inet4 silently ignores -prefixlen before the prefix:
[florian@openbsd:~]$ sudo route add -inet -prefixlen 23 10.123.0.0 127.0.0.1
add host 10.123.0.0: gateway 127.0.0.1
[florian@openbsd:~]$ route -n get 10.123.0.0       
   route to: 10.123.0.0
destination: 10.123.0.0
    gateway: 127.0.0.1
  interface: lo0
 if address: 127.0.0.1
   priority: 8 (static)
      flags: <UP,GATEWAY,HOST,DONE,STATIC>
     use       mtu    expire
