I just tried installing https://digi.bib.uni-mannheim.de/tesseract/tesseract-ocr-setup-4.0.0-alpha.20170804.exe on Windows 10 and did not have such problems.
Maybe that depends on your Windows settings, or you got that installer tesseract-ocr-setup.exe from somewhere else.
