Hello,

Thanks to Thomas and Sebastian for their answer on pdflatex.

Thru tetex, I tried 
texi2dvi fn.texi
but nothing happens.   With a ^C, I got
"I cannot find texinfo"
However, texinfo is in
/usr/share/texmf/tex/texinfo

My question is --- Does texinfo need a .fmt file like tex, latex, ...?  I could see 
there is a texinfo.ini

I know this is not specific to tetex, but because I am not running it from tetex, I am 
not sure what is going wrong.

yes, in effect. in tetex, pdflatex is a symbolic link to pdftex, and
TeX "knows" to use a .fmt of the same name as the command used to call it

On UNIX, we have symbolic links, i.e. pdflatex -> pdftex. On win32,
the best approximation for pdflatex is
  pdftex -progname=pdflatex

follows
 pdftex &pdflatex.fmt file_name.tex
