Hopefully some other users benefit from this discussion. I think the main
issue was to create the format files texinfo.fmt and pdftexinfo.fmt.
First, I had to generate the format files
$ tex -ini texinfo.ini
$ pdftex -ini pdftexinfo.ini
One can say
$ tex -progname=texinfo fn.texi
files, I noticed the Table of
Contents comes at the end of the document.

I am running into big trouble. I deleted everything and re-installed
tetex-beta (cygwin) and tetex-texmf. Now, I am unable to get the format
files after texhash and texconfig init. The problem is that the binaries
cannot be found although they are under /bin. I deleted ls-R
