Is this a problem specific to the euro-package or ghostscript or is
GhostScript. You need at least gs7.01++ (newest is 7.04).

gs7.00 is known to be broken wrt. font generation via gsftopk. Try a
different (earlier or later) version. I recommend the latest version
gs7.04:
$ gsftopk zpeubi 300
