Thanks for your report. The reason is the way that AC_ARG_ENABLE is
used in texk/xdvik/withenable.ac:
AC_ARG_ENABLE(a4,
[ --disable-a4set default paper size to letter and default unit to inch],
[if test "$enableval"

The test for a4 papersize is not done correctly in these scripts:
./texk/xdvik/configure
./texk/configure
./texk/oxdvik/configure
./configure
The behaviour is that a4 is used by default and deactivated when
configure is called with either one of --enable-a4 or --disable-a4
