Thanks, it shows what I suspected, there is a clash between BibLaTeX
and Endnotes, caused by the fact that BibLaTeX patches the same
command as TeX4ht. I will look at this.
But your original file didn't compile at all, from this error message:
[ERROR] htlatex: ?28 TeX capacity exceede

error.

I did not know about syntax --loglevel debug, an alternative is
-a debug
