Bill, This is a frequent problem with pics that are scanned at a low dpi. The minimum should be 300 dpi and they should be saved as TIFFs. TIFF is a lossless, high quality format; JPEG, on the other hand, can lose pixels every time you reproduce it. Rescanning a bad scan just adds insult to
