the services to the membership but will facilitate public outreach
That's an interesting document comparing several alternatives for "the future location of the NSS Headquarters", but it doesn't mention the most obvious option of all, namely leaving the NSS Headquarters where it is. Perhaps this option is unrealistic for reasons that have been explained
