That explanation doesn't hold up because you can use a
credit card with the mail-in form but there is no fee mentioned (as
Bill Mixon also pointed out). I hope they don't try to tack one on.

They are using a service to do the registration online, it's that service
that is charging the fee, the NSS is not getting any of that.
If you mail in the form and use a CC. the NSS is having to eat the credit
card transaction fees (which they do for everything we process).
