I'll assume you are on a 1.0.x version of Trac, which is the current stable
release line. AnnouncerPlugin has the functionality that you are
requesting, but the plugin is not being maintained and has many issues:
https://trac-hacks.org/wiki/AnnouncerPlugin#Groups

For Trac 1.2, which will be released by the end of the year, the core
functionality of AccountManagerPlugin has been added to Trac. That core
functionality does not include the "Groups" feature. The "Groups"
functionality could be added to Trac, but some development effort would be
