It's whatever you put in the *date commands - that's expected to be the survey date, but it isn't currently used for anything like autocomputing the declination. But that doesn't really help if you want both dates available. I'm planning to add exploration date at some point, but it'll need another revision of the 3d file format, so I'm going to try to sort out all the other things which need such a revision (like other survey metadata) and do them all together rather than have a new version of the format every release or two. Although now I think about it, it might be possible to avoid that - e.g. setting the date twice without anything in between could be defined to mean the first date is the exploration and the second the survey date, but existing readers would see this as if the first setting wasn't there, and existing writers shouldn't produce this.
