 If you want to disable Cache clearing for specific models you can do that
 by overriding Model::_clearCache and implementing the necessary checking
 logic there.

 Sometimes it's useful to cache a view i.e for 1 day, that would not be
 cleared on every update / insert. It would be nice if it could be done
 app-widely by setting something like
 Configure::write('Cache.disableClear', true), and check it's value in
 model, or while setting cache $cacheAction = array('index' =>
 array('duration' => '1 hour', 'disableClear' => true));
