 Looks like this was caused by: r8061

 Should be noted that the 'escape' flag is not documented in the manual.
 And this required change was not mentioned in the 1.2.2 change log.

 In addition not having an id attribute when there is no action param is
 part of the tested form helper results.  If you would like to open an
 enhancement ticket about that please do.  Thank you for the test case :)
