I'm affraid you are right about the monkeyTagger - it does not work
anymore with newer versions
I tested it with fresh tw 2.4.1 and mptw 2.4.1+.
The result is the same (does not show tiddlers tagged with a given
tag)

Okay, I figured it out in part:
A. It's a macro
B. To use it in viewtemplate, you add tag: immediately before the
tags.
However, one lingering problem: The tags that drop down are by default
all checked. Is there a way to do a config.options so that by default
they are unchecked?

using TagglyTagging?
I only used TaggerPlugin and TagglyTagging, and these two work
together. The other plugins I don't know.
