Dragging the title in a list is easier than dragging the actual tiddler,
but I understand. I have a plugin or macro installed that I can not
identify that allows the tiddler heading to be dragged to another
tiddlywiki but not in the story.

I just tried it in my Open tab, and indeed see that I can drag and drop to
rearrange - I didn't know I could do that! Thanks!
Just as a side comment, it might be nice from a usability standpoint if
there was a way to drag-and-drop the tiddlers themselves.

when a list field is used to re-order a list of tags, deletion and
re-creation of a tiddler on the list will not lead to the re-created
tiddler appearing on the list as it is not tagged with the list's title.
