This question is mainly for Cendio, since they are primarily using a
MinGW cross-compiler environment to build TigerVNC for Windows.  Is it
necessary to support building WinVNC under MinGW, or would it be
sufficient to simply say that WinVNC can only be built under Visual C++
for now?

We are not shipping WinVNC at all, so from a Cendio perspective, this is acceptable. I do think it's a little bit sad though, but we can of course re-add support for MinGW later.
