I have a HP 3586B and its sensitivity is right on for the 20 Hz and 400 Hz
bands but is about 30 dB low for the 3100 Hz band.
I have manuals but have not found the fault. Do you have suggestions?

The shielded cage has what appears to be a 19.09 MHz oscillator. The frequency
is hard to read.
A chip (oscillator ?)outside of the cage has 32.768 VT on it.
It has a double row 10 pin
and curious what does it weigh? I would guess since its NIST a
