Hi: The reason for the lack of voting in Washington in relation to any bill that requires a tax raise is because 219 House and 39 Senate members have signed a pledge that says they will not vote for any tax increases, i.e. they have sold their vote for support in upcoming elections. But since they didn't get any direct payment into their pocket it's OK to sell their vote in advance. When you take a lollypop away from a kid, it kicks and screams and tries to make as much fuss as possible. The problem is that the shutdown deprives some poor worker of his paycheck. The fat cats in DC still get their checks. What if they didn't get paid either. This solution (not paying congress) gets suggested all the time. There are two problems with the idea. (1) No one who was not rich would consider running for congress. Could you afford to quit your job and move to DC for a 2 year job with the chance of not getting a paycheck? Only people who could afford to loose $100K or more would take the job. And YES there are non-rich congressmen, just normal people who ran in their district. (2) The US constitution specifically forbids adjustments to pay during the session. The effect of changing pay (up or down) has to be delayed to the next congress. Yes, the US Constitution requires that pay not be changed. So your idea would require an amendment.
