JSP 2.0 specifies that, as in XSLT, when a JSP document is processed, text nodes
that contain only whitespace are dropped, unless they are inside jsp:text
elements.  

This is working for JSP documents, but not for tag documents (in other words,
tag files that are identified as JSP documents by the .tagx extension or a
jsp:root element).  JSP.8.6 lists the differences between tag documents and JSP
documents, and whitespace handling is not among them.
