The code in Tomcat 3.2.x that encodeURL() uses to add the ;JSESSIONID=
string to the URL makes several tests in order to prevent encoding a session
ID onto a URL that doesn't belong the the current web application. One of

I see that Tomcat 4.0 is not yet using the new servlet.jar and jsp.jar that
were released on April 24 by SUN.
I think they are broken - servlet.jar is missing
javax.servlet.LocalStrings.properties,
javax.servlet.LocalStrings_es.properties, and
javax.servlet.http.LocalStrings.properties files.
You can use a -p option to tell it to use a package...
jspc.sh -p com.somecompany.sompepackage SomeJSPFile.jsp
And also they could be syntax errors and other errors...
