This is by design and as per the documentation. You need to look at the override
parameter of the context element.

Closing this (again) as works for me as my previous testing showed no difference
between documented and actual behaviour.

We're running tomcat 4.1.30/sun jdk1.4.2/SuSE Linux and having the same problem
with disabling cookies and problems reproducing this behaviour too. I noticed
the following:

Having a DefaultContext defining cookies=true was overwriting the
coookies-setting (cookies=false) of any other context in the same host.
Using the admin-application I found out that this obviously happens at tomcat
runtime - the setting shown in tomcat-admin and in server.xml were differing.

IMHO each single context should be able to have its own cookies-setting,
independent from DefaultContext - so I consider this being a bug.

FYI, you're wasting your time.  Tomcat 4.x is not being actively maintained and 
this is not likely to be addressed as it's not a significant issue.

Yes, I read your request to not reopen the bug.
But please take a look at the current documentation of attribute cookies:
This is from Tomcat4/Tomcat 5 documentation:

'Set to true if you want cookies to be used for session identifier communication 
if supported by the client (this is the default). Set to false if you want to 
disable the use of cookies for session identifier communication, and rely only 
on URL rewriting by the application.'

IMO the documentation doesn't let any room for interpretation.
Either it is a bug in tomcat or the documentation is completely misleading.

I can confirm this with Tomcat 4.1.24.
Even if I disable cookies in the context, they are processed if sent by
the browser. IMO this is a bug.

This is wrong: the setting is for disabling persistent cookies. Session cookies
are not persistent, and Tomcat will switch between URL encoding and session
cookies according to what the client does. This bug will not be addressed,
please do not reopen it.
