The issue has been resolved for Classic tag handlers, however a clarification
has been added to the spec with regards to this case with Simple tag handlers:

JSP.12.6, item 5, bullet 1: Change to:

* If the tag is declared to have a body-content
  of "empty" or no body or an empty body is passed
  for this invocation, then null is passed to
  setJspBody().

If the TLD doesn't mark body-content as empty and an empty jsp:body element is
provided, getJspBody() doesn't return null as it should.
