Having inspected the code, the tldScanTld method cannot know that the failure 
is due to a symbolic link issue.  Setting DEBUG-level logging for the relevant 
class (org.apache.catalina.startup.TldConfig) would have shown a message in 
the log right before the error with the text 
" Scanning TLD at resource path '" + resourcePath + "'");
(with resourcePath filled in as the symbolic link file), thereby giving the 
user more information.  

I'm marking the bug as INVALID because it's more of a debugging issue than a 
code error.  If you feel different, please look at the code and suggest a 
patch before reopening the bug.
