The bug seems to be in Windows Server 2003 and is fixed with Service Pack 1. It's not even enough information to blame tomcat, as the reason for the fault might be in your code, the service configuration, windows, etc. I'm closing this item as invalid. Please feel free to discuss your issue on the tomcat-user list.
